A cruel dog owner was filmed by a crying bystander dragging a tired young puppy along the pavement.

But Robert Loome’s punishment was branded a joke yesterday by the onlooker after he was handed a £300 fine instead of being banned from owning animals in future.

Loombe, 46, was seen pulling the five-week-old Staffordshire bull terrier, called ‘Fatsy’, on its lead as its belly rubbed along the ground because it was too tired to walk.

The puppy was said to be shaking and grunting and suffered a grazed chin but Loome swore abuse at people who pleaded with him to stop allegedly saying: “You have to be cruel to be kind”.

Mother-of-two Jade Barker, 23, was so upset that she filmed him as he walked past with his two other dogs in Gorleston near Great Yarmouth, Norfolk.

She claimed that he reacted angrily and swore at passers-by who urged him to stop dragging along his pet.

Miss Barker later handed the distressing footage to police who tracked down heavily tattooed Loombe at his nearby home and charged him with cruelty.

Loombe admitted causing unnecessary suffering to an animal and was fined £300 and ordered to pay £80 costs and a £30 victim surcharge.

Norwich magistrates also made a deprivation order forbidding him from owning the puppy called Fatsy after police said it was “injured” by its ordeal.Loombe, of Gorleston, also admitted a public order offence and possessing cannabis, but had no separate penalty imposed for the offences.

Miss Barker said after the hearing that she was walking to an appointment with her midwife when she saw the incident.

She said: “I saw him dragging this poor little puppy behind him. I said that he needed to pick the puppy up and he told me to f*** off.

“So I just carried on walking and then saw him still dragging it across the road so its face collided with the high kerb.

“I just thought it was disgusting so I stood at the side of the Co-op and filmed him for 11 seconds. I was so upset that I was crying my eyes out.
